¿What is CPCP?

The Center of Promotion of Cartography in Perú (CPCP) is an educational non-profit association founded in 1992, dedicated to development and dissemination of cartography throughout the country, which offers its services in construction and maintenance of georeferenced databases, implementation of Geographical Information Systems (GIS), as well as assistance, training, tecnical support and transfer of technology towards its users.

The users of CPCP's services

The users are the base and reason for CPCP's functioning as an entity. With their contributions they support the institution which does not receive any other type of financing. Potencial users of CPCP are all public and private entities, which, in order to plan, rationalize and optimize their activities, require geographic information, databases and other tools that allow them to visualize the location, analysis, evaluation and projection of their information within a determined geographic space.

CPCP's philosophy: The common cartographic base map

Every user of geographic information needs to visualize or process his own information according to his particular interests. For example, a municipality might need to establish in a cadastral system the location, dimension and other characteristics of each parcel or building, while the requirement of a service or commercial company could be locating their clients or sales points, in order to establish zones for distribution or designing routes for their vehicles.
In order to visualize this data of particular use, the user needs a cartographic base map which shows the información of public use, such as political or administrative boundaries, street network, neigborhoods, points of interest and others.
CPCP proposes that this cartographic base map should be available to all users, and assumes the responsability for elaborating, updating and administrating it. In exchange, the users contribute the necessary resources such as information, personnel or financing of specific services.
While the cartographic base map is shared by all users, the particular information of each one of them is treated with absolute reserve, and is made available only to authorized institutions and persons.

The geographic scope

Considering the fact that approximately two thirds of the country's population live in cities, in an inicial stage CPCP priorizes the construction of urban databases. According to this policy, it has been elaborating 'lima data', a database that covers the Metropolitan Lima area (including Callao). This activity has now been extended to Arequipa, Cusco and other urban areas of Peru.

Areas of application

Cartography and GIS are powerful tools for a great variety of tasks in different fields, like for example:

-     local government: planning of urban development, cadastre, zoning, security
-     distribution and sales: location of customers and/or sales points, sectorizing, calculation of travel routes
-     marketing: spatial analysis by superposition of thematic layers (population, access roads) for market studies
-     networks: planning and administration of public service networks (transportation, power, water, telephone)
-     publications: production of cartographic material - digital or printed -, for massive or specific use
-     planning: identification of suitable locations for services (waste deposits, industries, commercial centers, bank agencies, etc.)
-     monitoring: fleet control, localizing vehicles in movement with GPS technology
-     prevention: visualization of spacial distribution of events (traffic accidents, crímes); simulation of desasters

CPCP's urban databases are organized in the following thematic layers:

-     street centerlines coded with street names and municipal numbers
-     building blocks urban and rural

points of interest (public buildings, schools, hospitals, commercial centers, tourist attractions etc.)

-     boundaries (district, province and departament boundaries; zones in dispute)
-     neighborhoods (limits, areas, names and block codes
-     land use (urban, green areas, arid areas, water bodies, etc.)
-     topography (contour lines, heights; suitable for producing digital terrain models)
-     zoning (residential, commercial, industrial, recreational etc.)
-     other elements (railways, power lines, bridges, slopes, canals etc.)
